Pandora caps free listening for "top 10%" of its listeners

An email appeared in my inbox recently, informing me that Pandora will cap free listening to 40 hours per month. What I found interesting was, the message claimed this would only affect the top 10% of its users. Really?
I get that they have to pay their royalty fees, and I’m glad they’ve worked to become a legitimate company, but do you really think this change affects only the top 10%?
